In short
- 30M+ residential IPs across 170+ countries, on the provider's figures
- Rollover bandwidth on GB-based plans; unused GB never expire
- No contracts and no monthly minimums, all plans prepaid
- The $1.97 trial excludes static ISP and datacenter and covers unlimited residential only on request
- Unlimited bandwidth is priced per day or week with no rollover, from $200/day
How we scored it
- Network coverage 4.5
- The provider publishes 30M+ residential and 4M+ mobile IPs across 170+ countries, which is broad, but static ISP stops at 24 countries.
- Targeting and session control 4.5
- Residential targeting reaches city, ISP, ASN, ZIP and OS, with time-based, session-based and new-IP-on-request rotation.
- Product range 4.5
- Ten products spanning residential, static ISP, mobile, dedicated 4G/5G, datacenter, unlimited and four scraping APIs.
- Pricing and value 4.0
- The residential ladder runs from $3.50/GB down to $1.50/GB with custom rates from $0.75/GB, but the unlimited tier starts at $200/day and is excluded from the discount.
- Trial and commitment terms 4.5
- A $1.97 trial that does not convert, plus no contracts, no minimums and prepaid plans with rollover, keeps the risk of trying it low.
- Integrations and developer tooling 4.0
- Five antidetect browsers and seven language bindings are listed, alongside a public API, endpoint generator and a Chrome extension.
- Support 4.5
- 24/7 chat plus a dedicated account manager for corporate and enterprise clients, and the published reviews are almost entirely about response speed.
- Ethics and compliance 4.0
- The provider is a certified member of the Ethical Web Data Collection Initiative, which answers the first question a legal team asks about IP sourcing.
I picked ProxyEmpire up because I needed rotating residential IPs with finer targeting than country level, and because the pool sizes it publishes sit in the range where a scraping job stops hammering the same subnet. Everything numeric below is the provider's own published figure. I have not run independent benchmarks against this network, so treat pool counts, uptime and speed statements as claims rather than measurements.
What it is best for
The short answer is work where the target site cares about which ISP and which city a request comes from. ProxyEmpire publishes country, region, city, ISP, ASN, OS/TCP and ZIP targeting on rotating residential. Mobile is thinner: country, city and carrier, with no ZIP or ASN. Static ISP reaches country, city and ISP.
Concretely, I would reach for this provider for:
- Scraping runs that rotate across countries and need to land in a specific city or on a specific ISP for a minority of requests.
- SERP and ecommerce data collection, which the provider also sells as separate API products on top of the proxy pool.
- Ad verification and price checks where the residential or mobile ASN matters more than raw throughput.
- Multi-account work in antidetect browsers, which the integration list is clearly built around.
- Mobile-only test cases that need a carrier IP rather than a datacenter one.
It is a poor fit if you want a flat, predictable monthly bill at very high volume. The unlimited-bandwidth plans are short-term and priced per day or per week.
What is the cheapest way to try ProxyEmpire's residential proxies?
Answers: 4
๐ณ The $1.97 trial: 150 MB of starter bandwidth, and the provider states it does not convert into a subscription on its own, so nothing renews behind your back.
๐ The pay-as-you-go 1 GB rotating residential tier at $3.50. It carries no contract and the provider says unused bandwidth rolls over without expiring.
๐๏ธ The 7 GB Rotating Residential Starter plan at $20/mo, which works out at $2.85/GB and is the sensible step up if 150 MB cannot show you anything useful.
๐ Code EMPIRE50 halves the price of rotating residential and rotating mobile, but only on eligible GB-based plans, so it is the metered tiers it applies to and not the flat-rate ones.
What I liked
Three things stand out.
- Rollover bandwidth. On GB-based plans the provider says unused GB roll over and never expire. For a project with lumpy traffic that matters more than a few cents off the per-GB rate.
- No lock-in. No contracts and no monthly minimums, everything prepaid. Pay-as-you-go entry is 1 GB at $3.50 on residential and $4.50 on mobile, both with rollover.
- Sessions and concurrency. The provider advertises unlimited sessions and unlimited concurrent connections for approved use cases, which removes the usual thread-count ceiling.
The starter trial is also sane. $1.97 buys 150 MB of residential or mobile traffic, it does not convert into a subscription automatically, and the provider says it does not expire. That is a cheap way to check the dashboard, the endpoint generator and the auth flow before committing.
The last point I noted is the Ethical Web Data Collection Initiative membership. Compliance paperwork is not exciting, but it is the kind of thing that matters when a client's legal team asks where the IPs come from.
What I didn't
The gaps are specific.
- The $1.97 trial does not cover the whole catalogue. Static ISP and datacenter are excluded, and unlimited residential is only available on request. If you wanted to test a static IP before buying hundreds of them, the trial will not do it.
- Unlimited bandwidth has no rollover and is priced by the day or week. Entry is $200/day for 100 Mbit, and the monthly 1000 Mbit plan is $5,400. That is a very different purchase from a GB bucket and it needs its own budget line.
- The EMPIRE50 discount is narrower than the banner suggests. It takes 50% off rotating residential and mobile GB-based plans only; static, unlimited bandwidth and other flat-rate plans are excluded.
- Coverage is uneven between products. Residential and mobile both reach 170+ countries, but datacenter lists 62 countries and static ISP only 24. Dedicated mobile is narrower still at 5+ countries and 50+ locations.
- The Trustpilot score the site quotes is not consistent. One placement says 4.6 from 100+ reviews, another says 4.5 from 100+ customers. It is a small thing, but both cannot be the current figure.
The products
The catalogue is ten items: rotating residential, static residential (ISP), rotating mobile, dedicated mobile on 4G and 5G, rotating datacenter, unlimited residential, plus four scraping APIs โ a general scraping API, an ecommerce scraping API, a SERP scraping API and a social media scraping API.
Coverage as published by the provider: 30M+ residential IPs across 170+ countries; 4M+ mobile IPs across 170+ countries; 197,000+ datacenter IPs across 62 countries; static residential in 24 countries; dedicated mobile in 5+ countries and 50+ locations. The unlimited residential product targets country only, across 85+ countries, which is a meaningful restriction if your use case needs a city.
Session control is time based, session based or a new IP on request. Protocols are HTTP, HTTPS, Socks5 and HTTP/2. The provider also lists a public API with API management and an endpoint generator, a free Chrome extension and a mobile application.
How to get started
The order I would do it in:
- Create an account and take the $1.97 trial for residential or mobile. 150 MB is not enough for a real run, but it is enough to confirm the endpoint generator produces something your stack can call.
- Pick a targeting level. Residential gives you country, region, city, ISP, ASN, OS/TCP and ZIP; mobile gives country, city and carrier; static ISP gives country, city and ISP.
- Decide on session behaviour. Time based and session based both exist, with a new-IP-on-request option for the cases where you want to force a rotation mid-job.
- Buy a small GB bucket rather than a flat plan. Rollover means an undersized first month is not wasted.
- Move up the residential ladder only when the per-GB rate is what is actually limiting you. The 315 GB Company plan sits at $1.98/GB against $2.50/GB at 60 GB.
Integrations
The integration list is aimed at the antidetect browser crowd: MultiLogin, OctoBrowser, Dolphin Anty, Kameleo and GoLogin are all named. On the developer side there is C#, Java, GO, PHP, Node.js, cURL and Python. There are also free Chrome extension and mobile application clients.
Check whether these are maintained plugins or documented proxy settings before you standardise a browser farm on the provider.
Usability
What is described is a dashboard with usage tracking, topup options, an endpoint generator and API management. One of the reviews the provider publishes (Marcel, DE) singles out usage tracking as accurate, and another (Allan Lund, DK) calls the dashboard easy to manage with good topup options.
The provider claims 99.9% uptime and fast average response times; those are its numbers, not mine. The unlimited residential product is the one I would expect to need the most attention on setup, because bandwidth is capped by Mbit tier rather than measured in GB.
Pricing
Prices below are the provider's, in USD, with the EMPIRE50 discount already reflected in the plan table alongside a struck-through list price on eligible GB-based plans.
- Rotating residential: $3.50 for a 1 GB pay-as-you-go pack, then monthly at $20 for 7 GB, $75 for 28 GB, $150 for 60 GB, $300 for 135 GB, $625 for 315 GB, $875 for 500 GB and $1,500 for 1,000 GB. That is $2.85/GB at the bottom of the ladder down to $1.50/GB at the top. Custom volume above roughly 1 TB starts at $0.75/GB.
- Rotating mobile: $4.50 for a 1 GB pack, then $25 for 6 GB, $75 for 20 GB, $150 for 45 GB, $325 for 110 GB, $750 for 300 GB, $1,275 for 600 GB and $2,000 for 1,000 GB. Custom volume from $1.25/GB.
- Static ISP: $3.50 per month for one dedicated IP, $56 for 20, $260 for 100, $1,150 for 500. Above that it is a quote, from $2.20 per IP up to 2,000 IPs.
- Rotating datacenter: $25 for 40 GB down to $1,750 for 5,000 GB, which is $0.625/GB falling to $0.35/GB.
- Unlimited residential: $200/day for 100 Mbit, $275/day for 200 Mbit, $575/day for 500 Mbit, $800/day for 1000 Mbit, with weekly and monthly equivalents up to $5,400/mo.
- Dedicated mobile: unlimited GB included, USA 5G at $20/day, $75/week or $250/month, and multi-country at $125/month.
Two structural notes. The GB buckets are prepaid and roll over, so an unused month is not lost. The flat-rate and unlimited plans are excluded from EMPIRE50 and carry no rollover, so the effective discount only applies to part of the catalogue.
Customer service
Support is 24/7, with chat as the main channel, and corporate and enterprise clients get a dedicated account manager. There is a contact-sales and talk-to-support route on the site as well.
Almost all of the published praise is about support rather than the proxies themselves. The reviews the provider surfaces describe being answered in under a minute (Marcel, DE), agents resolving issues instantly and making generous offers (TA, RO), round-the-clock technical knowledge (Lestat, CA) and help extending beyond the provider's own services (Josh Bolstad, MX).
These are reviews the provider chose to publish, so read them as marketing-adjacent. They are consistent with each other, which is the most I can say without testing the channel myself.

Against it
- The $1.97 trial excludes static ISP and datacenter and covers unlimited residential only on request
- Unlimited bandwidth is priced per day or week with no rollover, from $200/day
- EMPIRE50 does not apply to static, unlimited bandwidth or other flat-rate plans
- Coverage is uneven: 62 datacenter countries and 24 static ISP countries against 170+ for residential and mobile
- Dedicated mobile reaches only 5+ countries and 50+ locations, and drops city-level targeting to country, city and carrier
- The site quotes its Trustpilot score as both 4.6 and 4.5 from 100+ reviews
Our verdict
ProxyEmpire is a reasonable buy if you want residential or mobile IPs with city, ISP and ASN targeting, prepaid GB buckets, rollover on unused traffic and no contract. It also suits anyone who needs antidetect browser integrations and round-the-clock chat support. It is a poor fit if your workload is flat and very heavy, because the unlimited tier is priced per day or week, starts at $200/day and is excluded from the discount code. If you need static ISP coverage outside the 24 published countries, ask first.

Questions about ProxyEmpire
Does ProxyEmpire have a free trial?
There is a $1.97 trial with 150 MB of starter bandwidth covering rotating residential and mobile. Static ISP and datacenter are not eligible, and unlimited residential is available on request. The provider says it does not expire and does not auto-convert into a subscription.
What protocols and session types are supported?
HTTP, HTTPS, Socks5 and HTTP/2. IP sessions can be time based, session based, or a new IP on request.
Does unused bandwidth expire?
On GB-based plans the provider says rollover bandwidth applies, so unused GB roll over and never expire. The unlimited-bandwidth and other flat-rate plans carry no rollover.
Is there a contract or minimum spend?
No contracts and no monthly minimums. All plans are prepaid with no lock-in.
How granular is the location targeting?
Residential goes to country, region, city, ISP, ASN, OS/TCP and ZIP. Mobile goes to country, city and carrier. Static ISP goes to country, city and ISP. Unlimited residential is country only.
What does the EMPIRE50 code apply to?
It takes 50% off rotating residential and rotating mobile, and only on eligible GB-based plans. Static, unlimited bandwidth and other flat-rate plans are excluded.
