In short
- Provider claims 177M+ IPs in total, 175M+ of them residential, across 195 locations
- Unit rates are published for every product and every tier, so a budget can be modelled before contact
- Volume discounts are visible and consistent — residential falls from $6/GB on Starter to $2.5/GB at enterprise level
- The only free entry is $5 in welcome credits — under a gigabyte of residential traffic at Starter rates
- The cheapest paid plan is $30/month and enterprise starts at $2,500/month through sales
How we scored it
- Network coverage 4.6
- The provider claims 177M+ IPs, 175M+ of them residential, across 195 locations. That is a large pool, though every figure is the provider's own.
- Product breadth 4.6
- Seventeen named products run from datacenter IPs sold per address through to Agent Browser and video datasets, all under one subscription.
- Pricing 4.0
- Rates are public for all five tiers with visible volume discounts, but the first paid step is $30/month and the low unit rates only arrive at $2,500/month through sales.
- Compliance and security 4.8
- ISO/IEC 27001:2022, SOC 2 Type II, GDPR, EU AI Act alignment and E&O plus cyber insurance are named, with the certification scope stated per product.
- Onboarding 4.0
- $5 in welcome credits works across the whole catalogue and the five tiers are self-serve up to Flexible, but the credit is small and larger accounts must go through sales.
I picked Oxylabs up because a client needed residential traffic at a volume where the per-gigabyte rate starts to matter more than the feature list, and Oxylabs is one of the few providers that publishes its rates instead of routing every question through a sales call. What follows is a read of the provider's own material: the product list, the price list, the certifications and the support claims. I have not run my own test, so every figure below is the provider's number, not a measurement of mine.
What it is best for
Oxylabs is built for teams that buy proxy traffic in volume and need paperwork to go with it. The provider claims 177M+ IPs in total, 175M+ of them residential, spread across 195 locations, and sells the whole catalogue under a single subscription. If procurement has to sign off, the certification list matters more than the price list: ISO/IEC 27001:2022 for Datacenter Proxies, Residential Proxies and the Web API; SOC 2 Type II for the Scrape endpoint and Web Unblocker; GDPR compliance; EU AI Act alignment; and Technology E&O plus cyber insurance covering all products.
- Enterprise data collection — the pool size and location count are aimed at jobs that cannot be retried cheaply.
- SERP and search data — Web API /Search is sold by the thousand searches, at $1/1K on every tier.
- Compliance-sensitive buying — the certifications and insurance are there for a security review, not for a landing page.
- Mixed workloads — residential, mobile, ISP and datacenter traffic sit under one subscription.
Can Oxylabs be used for a one-off small scraping job rather than an enterprise contract?
Answers: 4
✅ The published limits decide this. Starter caps Residential Proxies at 5 GB and Web API /Scrape at 60K results, so a single job fits inside the smallest paid tier, and anything past that ceiling can be raised by an account manager or topped up in the dashboard.
💳 The commercial shape is monthly rather than per project. The published tiers run from $30 to $500 per month with an enterprise tier quoted from $2,500/month, so a one-off job is billed as a month of the smallest tier that covers it.
🔎 Scope is not separable. The subscription gives access to all products, so a job that only needs proxy traffic is still bought alongside the scraping and data APIs rather than as a proxy-only line.
📄 The pricing note affects the real cost of a small job: VAT may apply on Starter, Basic and Flexible, and payments are stated to be free of taxes, levies and duties while the client remains responsible for sales, value-added or similar taxes.
What I liked
The price list is public and detailed. Every product is broken into five billing levels — Welcome credits, Starter at $30/month, Basic at $100/month, Flexible at $500/month and Enterprise from $2,500/month — with a unit rate attached to each. That makes it possible to model a budget before talking to anyone.
I also liked that the security story is specific rather than vague. ISO/IEC 27001:2022 covers three named products and SOC 2 Type II covers two named endpoints, which is more useful than a blanket claim with no scope. Technology E&O and cyber insurance apply across all products.
Payment coverage is broader than I expected: cards, wire transfers in US dollars and euros, AliPay and PayPal.
The awards are the provider's own reported ones: PCMag Editors' Choice and Best for Enterprise-Level Clients, Most Scalable Provider from Proxyway, and CNET ranking it as the best proxy server for larger businesses. I am repeating those as claims, not endorsing them.
What I didn't
The free entry is $5 in welcome credits toward any product. That is enough to see whether the API responds the way you expect and not much else: at $6/GB for residential on the Starter tier it is under a gigabyte of traffic. I would not call that a free trial in the usual sense, and the smallest paid plan is $30/month.
Enterprise pricing starts at $2,500/month, so the levels where the unit rates actually get interesting — $2.5/GB residential, $0.40/GB datacenter, $2.2/IP dedicated ISP — are the ones a solo developer is least likely to reach. The tier structure rewards volume and nothing else.
VAT may apply to the Starter, Basic and Flexible plans, so the advertised figure is not always the invoice figure. Bitcoins are not accepted.
The certifications are scoped per product, not per company. If you need a certified path specifically for Agent Browser or Datasets, that is worth checking directly, because the scope the provider names does not extend there.
The products
The catalogue is wide, and the provider lists all of it under a single subscription:
- Proxies: Residential, Mobile, ISP, Dedicated ISP, Datacenter and Dedicated Datacenter.
- Web data APIs: Web API, Web API /Search, Web API /Scrape, Web Scraper API, Fast Search API, Video Data API.
- Unblocking and browsing: Web Unblocker, Agent Browser, Headless Browser.
- Data: Datasets and video datasets.
Buying is metered differently by product. Datacenter is sold per IP as well as per GB, which suits people who want fixed addresses rather than a traffic bucket. Residential and mobile are per GB. ISP and dedicated ISP are per IP. Web API /Search is per thousand searches and Web API /Scrape is per thousand results.
How to get started
Sign up, take the $5 in welcome credits, and point them at whichever product you actually intend to buy. The credits work across the catalogue, so the useful test is the endpoint you will use in production rather than a generic ping. From there the path is a normal five-tier ladder: Starter at $30/month is the first paid step and gives up to 5 GB of residential, 30K searches or 60K scrape results depending on the product.
For anything above the Flexible tier the provider routes you through contact sales, and enterprise accounts get an account manager. That is a sales-led motion, and it is worth knowing before you start.
Integrations
Two integrations are named: an MCP Server and Agent Skills. Both point at agent workflows rather than a classic SDK, which fits the Agent Browser and Headless Browser products. If your stack depends on a specific framework, check the integrations page before you buy.
Pricing
All prices below are the provider's published USD rates. Tax is charged on top where the law requires it.
- Residential: $6/GB on Starter, $5/GB on Basic, $4/GB on Flexible, $2.5/GB at enterprise level. Starter covers up to 5 GB, Basic up to 20 GB, Flexible up to 125 GB, enterprise 1K+ GB.
- Mobile: $7.5/GB on Starter, $6.67/GB on Basic, $5/GB on Flexible, $3.5/GB at enterprise level.
- Datacenter per GB: $0.6 on Starter, $0.55 on Basic, $0.45 on Flexible, $0.40 at enterprise level.
- Datacenter per IP: $1/IP on Starter, $0.9/IP on Basic, $0.8/IP on Flexible, $0.6/IP at enterprise level.
- Dedicated datacenter: $2/IP on Starter down to $1.2/IP at enterprise level.
- ISP: $1.5/IP on Starter, $1.4/IP on Basic, $1.2/IP on Flexible, $1.1/IP at enterprise level.
- Dedicated ISP: $3/IP on Starter, $2.78/IP on Basic, $2.6/IP on Flexible, $2.2/IP at enterprise level.
- Web Unblocker: $7.2/GB on Starter, $6/GB on Basic, $4.8/GB on Flexible, $3/GB at enterprise level.
- Agent Browser: $8/GB on Starter, $7.5/GB on Basic, $5.5/GB on Flexible, $4/GB at enterprise level.
- Web API /Search: $1/1K searches on every tier, including enterprise.
- Web API /Scrape: from $0.50/1K results on the welcome-credits and Starter tiers, $0.45/1K on Basic, $0.35/1K on Flexible, $0.25/1K at enterprise level.
The discount curve is consistent: the more you commit per month, the lower the unit rate, with the largest single drop between Flexible and Enterprise.
Customer service
Support is listed as 24/7, which for a provider selling into several time zones is the baseline rather than a differentiator. The channels named are contact sales, an account manager for larger accounts, and the dashboard. I am treating 24/7 as coverage, not as a quality claim.
For pre-sales questions the account manager route is likely to be the fastest, because enterprise pricing runs through sales anyway.

What stood out
In its favour

- Unit rates are published for every product and every tier, so a budget can be modelled before contact
- Volume discounts are visible and consistent — residential falls from $6/GB on Starter to $2.5/GB at enterprise level
- ISO/IEC 27001:2022 covers three named products and SOC 2 Type II covers two named endpoints
- Technology E&O and cyber insurance apply across all products

- One subscription carries access to the whole catalogue
- 24/7 support is listed, with an account manager for larger accounts
- Payment by card, wire in USD or EUR, AliPay and PayPal
- Provider reports 15,000+ clients globally
Against it
- The only free entry is $5 in welcome credits — under a gigabyte of residential traffic at Starter rates
- The cheapest paid plan is $30/month and enterprise starts at $2,500/month through sales
- VAT may apply on Starter, Basic and Flexible, so the headline rate is not always the invoice
- Bitcoin is not accepted
- Certification scope is per product, not company-wide: ISO/IEC 27001:2022 and SOC 2 Type II each name specific products rather than everything in the catalogue
Our verdict
Oxylabs suits teams buying proxy traffic in volume, especially where a security review needs ISO/IEC 27001:2022, SOC 2 Type II and insurance cover before anything is signed, and where the published per-unit rates let you model a budget first. It is also a reasonable fit for anyone who wants residential, ISP, datacenter and search APIs under one subscription. It is not the cheapest way to start: the free entry is $5 in credits, the first paid plan is $30/month, and the tiers where the rates get genuinely low begin at $2,500/month through sales. If you need a few gigabytes a month, the tier ladder works against you.
